Ken Trascher, an expert in international Owner Representation
and Project Management, partners with or represents the On
Center Group on select international missions as their Director
of Special Projects. This relationship with On Center Group
is worldwide, with particular emphasis given to Africa, Central
Asia and Eastern Europe.
With proven successes consisting of over fifty-five contracts
in twenty-one countries, Mr. Trascher has extensive international
senior level management and implementation experience.

Most of Mr. Trascher’s projects have been performed
in developing or underdeveloped countries that have extreme
cultural and language differences. Many projects have been
performed in logistically challenged or hostile environments.
In many cases, he has had to formulate teams to form a structured
environment for the most effective business strategy, helping
companies integrate their own work processes, people and technology
to add further value to the projects. Teams have also been
created involving various project specific management, engineering
and other professional consulting services in order to meet
the needs of a wide range of business and industrial market
segments.

Mr.
Cain is the Chief Operating Officer for The On Center Group.
Mr. Cain completed a 20-year career in the United States Air
Force filling a myriad of leadership positions, retiring as
the Chief of Services Mogadishu (Operation Restore/Continue
Hope) in 1994.
Upon
his retirement, he managed complex, large-scale construction
and logistics support projects for Halliburton-Brown &
Root in Europe as an International Project Manager, International
Director of Logistics, and Deputy Project Manager, where he
worked hand and hand with local officials, NGO’s, USAID,
and several agencies in support of infrastructure rebuild,
relocation programs, and community support projects in Africa,
Middle East, Hungary, Honduras, and the Balkans region. He
most recently lead a staff of 5,500 employees in the Balkans
strategically-mapping out directives, created strategic business
plans for expansion and new business development, and creative
solutions as challenges arose throughout all facets of implementing,
managing, and maintaining engineering, construction, and logistics
services support that propelled the project to generate
over $2 billion dollars in reimbursable costs and multi-million
dollars in profit, overhead, and G&A.

In his current position, Mr. Cain has recruited, developed,
empowered, and now leads a dependable, high-caliber senior
leadership team encompassing a E.V.P. of International Construction,
V.P. of Domestic Construction, V.P. Project Controls, V.P.
of Procurement & Acquisition.
He
is responsible for the day-to-day operations of multi-faceted,
large-scale projects, providing solutions and management expertise
for the entire construction lifecycle of a project, including
engineering, construction, design, surveying, scheduling,
construction, utility requirements, power systems, water supply
and sewer systems, vertical, horizontal, HVAC, electrical,
plumbing and power generation activities, and logistics support
services.
